Headed by Billy P. Smith, Smith Consulting Group (“SCG”) has more than 30 years experience with Defense Reutilization & Marketing Service (DRMS) as a supplier, customer and contractor at DRMS installations throughout the Unites States. Some of these locations include MCLB-Albany, Georgia; NAS, Jacksonville, Florida; Eglin AFB, Florida; Anniston Army Depot, Alabama; Camp Lejeune, North Carolina; Fort Stewart, Georgia; Red River Army Depot, Texas; Fort Gordon, Georgia; Warner Robins AFB, Georgia; NASA @ Cape Kennedy, Florida; MCLB-Barstow, California; Fort Benning, Georgia; and Pearl Harbor, Hawaii.

SCG has appraised Military Surplus Assets (MSAs), performed inspections, attended auctions, purchased assets from DRMS, handled multi-year term contracts for DRMS, and performed screening operations on behalf of many private and governmental agencies. SCG has performed the demilitarization (DEMIL) process on tanks, aircraft, M151 jeeps, supporting parts and guns. All work has been performed within DRMS DEMIL regulations and guidelines.

In consulting capacities, SCG has worked with many companies in connection with DRMS at sites throughout the United States. In late 1980, SCG developed an area of expertise focusing on reutilization concepts for private industry. SCG developed the concept modeled after the DRMS’ proven methods of receiving used material and assets, processing these items, storing and marketing these items, selling and then shipping these items to government agencies, industry and the general public.

In addition, over the years, SCG has handled contracts for large spreads of MSAs on U.S. military installations and Defense Military Reutilization Offices (DRMOs) in Italy, Turkey and Germany.

Simply put, as it relates to large spreads of MSAs, SCG has participated in projects in which one of the Group’s members has purchased hundreds of vehicles located on foreign soil. SCG’s participation has included responsibilities for inspections, appraisals, on-location removal and local storage of MSAs. Ultimately, as the MSAs were sold, SCG handled the inland transportation, and import/export procedures in the host country as well as the destination country.

In addition to having the expertise in MSAs, SCG also provides similar consulting services to civilian firms on handling their surplus assets. Please refer to an article authored for National Association of Purchasing Managers (NAPM). This article, as included in this proposal, is a three page “reprint” in SCG’s newsletter initially printed in September 1999 and distributed to its private industry client database.

This reprint is offered to demonstrate SCG’s knowledge and understanding of not only DRMS and MSAs but, most importantly, the reutilization process. This “reutilization” process is actually designed and patterned based on the proven methods developed by the United States Department of Property Disposal Office (DPDO), United States Department of Defense (DOD) and United States Defense Reutilization & Marketing Service (DRMS).
